The survey must match the work
A general building register and a pre-refurbishment survey answer different questions. A management-oriented record may identify accessible materials during normal occupation. Refurbishment and demolition can disturb layers, voids, adhesives, insulation and service components that were never visible during routine use.
The planned work should therefore define the inspection boundaries. If walls will be opened, ceilings removed or pipework replaced, the survey needs suitable access to those locations. Workplace Denmark states that before work begins in a building constructed before 1990, a preliminary survey must establish whether asbestos may be present.
Look beyond roofs and obvious cement products
Asbestos was used in many components and can be present in combinations that are easy to overlook.
- Pipe insulation, bends, gaskets and boiler-room components.
- Vinyl flooring, backing, floor levelling compounds and adhesives.
- Tile adhesive, plaster, textured coatings and backing boards.
- Suspended-ceiling tiles, fire protection and service penetrations.
- Roof and facade sheets, soffits, ventilation components and hidden packers.
- Electrical equipment and other heat-resistant technical components.
Representative sampling needs judgement
A sample result describes the material collected, not every visually similar product in the building. Refurbishments, repairs and extensions can introduce several generations of material in the same room. Colour, texture, installation detail and construction history help determine which materials can reasonably be grouped and where separate samples are needed.
Plans and access constraints should be recorded openly. If a riser, roof zone or occupied area cannot be inspected, the report should explain the limitation and the trigger for later investigation. That is more useful than allowing a project team to assume the uninspected area is clear.
Current rules affect procurement and competence
Companies carrying out demolition of asbestos-containing material must be authorised, subject to the limited exceptions described by the authorities. From 21 December 2025, people carrying out asbestos work must also have completed the relevant occupational health and safety training.
For the client and project team, this means that confirmed or suspected asbestos must be reflected in procurement, programme and site controls. The survey consultant identifies and interprets materials; removal contractors plan and execute the regulated work. Keeping those roles clear supports independent evidence and competent delivery.
Turn the survey into a tender-ready scope
A useful schedule links each finding to a location, material description, extent, condition, analytical result and recommended action. Drawings and photographs help tenderers understand access, interfaces and quantities. Where extent remains uncertain, the tender should state the assumption and a mechanism for dealing with variation.
The project should also address segregation, air controls, cleaning, waste packaging, transport, disposal and clearance requirements. These practical items influence price and sequence. They should be developed before the contractor arrives, not left to be negotiated around an open workface.
Use a consistent method across portfolios
For multiple properties, consistent survey definitions, sample coding and risk categories create a usable portfolio view. Asset managers can separate immediate controls from planned refurbishment costs and longer-term management actions.
The record should remain connected to the building. When materials are removed, encapsulated or newly sampled, the register needs an update. That living record improves future maintenance planning and gives the next transaction team a stronger starting point.
